Abstract: HOUSING FOR ITALIAN CIVIL SERVANTS. STATE FINANCING OF ROMAN BUILDING COOPERATIVES AFTER WORLD WAR I
After World War I, legislative reforms regarding Council and low-budget housing assured public financing to the cooperatives created by civil servants who wanted to become home owners. This privilege (not given to other cooperatives), was the result of a campaign fought by the Roman civil servants. The majority of the government aid was assigned to these Rome-based cooperatives that could also count on support from political leaders and ministers. In this way, the cooperatives began building a lot of houses and conditioned the urban development at the beginning of the 1920s. This privileged policy towards home ownership among civil servants created a lot of tension in parliament and was dropped by the Fascist Government.
