Abstract: The aim of this study is to underline the role of cultural districts in raising the profile of areas with a high concentration of cultural heritage. This heritage can become a driver of economic development in the areas in which such sites are located. In particular, we cover the theme of urban cultural districts, with specific attention paid to the Ostiense-Testaccio area and to the projects that have been active there over recent years. This territory possesses the appropriate characteristics for a ‘potential cultural district’, due to the presence of significant examples of industrial archaeology. The protection of such a valuable cultural heritage is indispensible, and can be provided within the context of an urban policy in favour of the economic development of the relative community. I look at the history of the Ostiense-Testaccio area from the end of the 19th century until recent times. We make use of the SWOT analysis: strengths, weaknesses, opportunities and risks. In conclusion, I will propose the creation of an urban cultural district to enhance the profile of the area under consideration.
