Abstract: The basic nature of Rome’s Urban Development Plan of 1931 and the experience of putting it into effect were taken as the implicit model for the “urban regulation” drafted in the last part of the 1930s and approved in 1942. The law has undergone many modifications, and some constitutional censorship, but still remains partially in effect. Today it is based on quite different premises and principles from those of the Italy “born from the Resistance”, not only regarding the administration, but also the nature of government in relation to the citizens and their rights, including the protection of private property. In the “ostiense link”, the implementation of the plan was especially significant, especially because of the aborted programs for industrialization of the capital and the story of the E 42 project, but also because of the presence of the public administration, represented at that time by the Governorship and part of the regime.
