Abstract: In 1908, Rome’s new democratic administration, only recently in office, prompted by the urgency of establishing and approving a new urban development plan (for which proposals, guidelines and drafts by city engineers already existed), turned to an expert outside the city government “in a provisional and experimental way”. Edmondo Sanjust di Teulada, an official of the Civil Engineers of Milan, an exemplary figure for his curriculum, independence of judgment and professional competence, was called to solve the problem of the urban development plan and to set up an appropriate special office. The essay examines the complexity and results of the undertaking entrusted to Sanjust, the interpretation that he gave to his task, the contents and significance of the plan, the role of the engineers, the future image of the city.
