Abstract: Between the two wars it seemed possible that the plan to make the Tiber navigable and build a major port for Rome might become reality. This ambition had been cultivated from the beginning of the nineteenth century by the most progressive circles of Roman society, subsequently by the democrats connected to Garibaldi and lastly by a number of specialists at the time of Umberto I, later lukewarm supporters of Fascism. The effort will turn into a negation of the original projects aimed at industrialization and into the opportunity for new profits for the old Rome monopolies, connected to the Vatican and financed by means of considerable public investment for the creation of the territory’s infrastructures. The contribution describes how the events of the territory’s transformation, which in other contexts might have been limited to the local scene, in Rome’s case became a proving ground for the relations between the economic world and the political one, all the more evident when the Fascist dictatorship replaced Giolitti’s democracy.
