Abstract: A SHARED POLICY. ROMAN INFLUENCES AND LOCAL DYNAMICS IN THE DEMOCRATIZATION OF THE TERRITORY (1798-99)
The Roman republic manifests itself in the town provinces with the auxiliary of acts, modeled on the Roman act of February 15, 1798, that deem to democratize the local communities with the creation of a provisional municipality. These municipalities give way to an autonomous political phase in respect to the successive republican outcomes. Stemmed from the assemblies bringing together family head representatives, these reunions gathered a consistent popular participation. Since they were, often, founded upon popular vote such assemblies functioned on an equilibrium that was possible only in the last phase of the pontifical power, carrying along with them the social aspirations of a municipal autonomy siding against the enacted reforms of the temporal power in the last decade of the Eighteenth century.
After having taken into consideration the various typologies of democratization enforced on the territory and analyzed their original characteristics in respect to, in certain cases, the Roman model and the expectations it nurtured, this article focuses on an amply and transversally shared policy that the provisional municipalities brought forward, developing it along three courses of action: the defense of the communities’ traditional liberties and autonomy; the safeguard of the levels of subsistence, and in the baronial territories, the claim of anti-feudalist marked policies.
