Abstract: CONSITUTION, SOVEREIGNTY, AND DEMOCRACY THE POLITICAL STRUGGLE DURING THE REPUBLIC OF 1798-1799
The political struggle that came into being during the Roman Republic may be best understood if one takes into consideration the constitution, not as a rigid framework but rather, as a political issue of primary importance upon which the few, though politically active, democratic Roman citizen focused their effort. A Neo-Jacobin program tightly linking constitution, sovereignty, and democracy, emerges both in the press and in the activity of the legislative councils. During the course of 1799 the Roman democrats went as far as going against the French Directory whose primary guilt had been the violation of these three principles. There are many eloquent speeches regarding these themes, and in particular one belonging to the Perugia-born tribune D. Moroni, herein reproduced as an attachment
