Abstract: This article examines the socialist Nicolò Licata’s activity on Rome’s city council after being elected in 1947 as a candidate for the Blocco del Popolo coalition. Although he has rarely been the subject of academic studies, Nicolò Licata was able, during his five years as a counsellor, to put in action a modern health reform intended to dismantle the fascist health insurance programme that had been at the root of deep inequalities in the public health system.
