Abstract: MULTIPLE OR HALVED CITY? THE CAPITAL: STATE AND LOCAL ADMINISTRATION (1870-1944) Ever since Rome had become the capital of the Kingdom, its multiple nature ( symbolically, politically, institutionally, ideally) and the lack of a precise definition of the relations between it and the state ( a factor which weakened a harmonious growth of the city along with its necessary institutional growth and also brought about many urban and political consequences) had become evident. In many ways, this multifaceted nature allowed the city to live a separate reality that that of mere capital. In fact, unlike other European cities, Rome was never granted a special statue. During the liberal era, it was governed just like any other Italian town. The increased importance that Rome received under Fascism with the establishment of a governorship seems to have been conceived in order to set up a direct relation with the central administration that had special plans for the capital city. Thus, the capital of the Kingdom of Italy alternated between having no recognition and a special status or between being without democracy and without representation.
