Abstract:  A “MODERATE” REFORM: PIOUS IX AND THE NEW ORGANIZATION OF THE ROMAN TOWN HALL THE 1847 REFORM OF THE Roman town hall administration took place after a series of attempts which had started with the publication of the Memorandum of the European powers in 1831. The need to attune the norms which regulated the administration of the Papal State’s capital city to those of the state’s other municipalities was felt by many parties and was expressed by a series of requests put forth by the Roman Conservatives. The election of Cardinal Mastai Ferretti as Pope Pious IX and his first steps as pope laid the foundations for the new legislation. The nomination of a committee, partially formed by representatives of Rome’s moderate political sphere, ignited the interest of that part of population which was interested in administrative reforms. the author of this study has traced this movement, from its birth to its entrance in the Roman municipium, by analyzing many unpublished documents.
