Abstract: In the years following the proclamation of Rome as the capital city of Italy until the institution of the Governorate, and despite traumatic institutional events, the Ostiense area and the adjacent section of the river Tiber played a central role in strategies for urban development. This paper proposes to articulate the principal events and the dynamics of the decision-making process in the context of these two fundamental questions: the first concerns the harmonies, interferences, persistences and conflicts between visions and scenarios in the construction of the trajectories of an urban development which did not always display a discernible productive character; the second question concerns the clarification of models and strategies for urban transformation, in the light of the shifting balances of power between the central government, the administrators of urban development and those who were tasked with the practical application of the planning projects. «Rome as far as the sea» is a long-lived motto, but the underlying contradictions of the «agricultural and industrial renewal» and the unconvincing marriage between «navigability of the Tiber» and the «industrial reawakening» of Rome will drag out the decision-making process, weakening the ideal value of a «urban development corridor» and consign it to a mediocre destiny of financial speculation.
