Abstract: THE VILLA SCIARRA NEIGHBORHOOD ON THE JANICULUM: A NEW URBAN DEVELOPMENT BETWEEN 1800 AND 1900S The construction of residential neighborhood with apartments and private villas in the area of Prati di San Cosimato and Villa Sciarra as well as Villa Spada on the Janiculum is amongst the point of the agreement signed between the City Hall of Rome and the Bank of Italy in December 1898. The pledge undertaken reflects a particular choice in the quality and the type of interventions, as well as in its temporal progression, accounting for an urban completion strategy whose effects, thanks to the invaluable contribution of the Bank itself, will resound well beyond the first decades of the 1900s. The central tenets of this strategy being a “regulated” constructions process bearing in mind time and methodology (parceling out, urbanization, and construction). That is, a calculated use of all resources; the respect of minimal standard procedures for the finishing steps in the realization of public places and private residences, likewise, the regulation of the new neighborhoods’ perimeter to ensure a much clearer and more formal distinction amongst housing areas.
