Abstract: The organization of public water and water monitoring are generally managed on the publica utilitas. The publica utilitas contains useful for the people and includes res divinae and res humanae. When the Romans built an aqueduct or prevent flooding of rivers must always protect the pax deorum, through the exercise of civil powers and religious powers. However, in the imperial age these powers are concentrated in one person, who is both emperor (princeps Augustus) and priest (pontifex maximus).
