III Congress of the Associazione italiana di storia urbana (AISU)

The III Congress of the AISU will be held on the 15, 16, 17th of June: this time the initiative will be held in Turin, at the Castello of Valentino. The topic will be “The City and Its Rules”.
As is customary, a call for papers is being thrown open to all AISU members and others who wish to contribute.
Of primary consideration will be the rules drafted by the public administration at its different levels of government and in its multiple territorial divisions: required references will be, in this case, the inception and the consolidation of those institutional systems called upon to administer the city. The encounter between collective interests and special interests will also be thoroughly investigated: on the one side there is the flux of mutating pushes and accidental shoves, on the other there is a body of regulations that attempts to forestall conflicts and smooth over contrasts. Private associations and initiatives (the sphere of businesses among others) seem to be excluded from this regulatory framework, except when they are acting in the name of a higher interest: within this category are religious congregations that work in the field of assistance, but not, for example, those societies whose purpose is pure profit making. We may distinguish, from this point of view, diverse families of regulations: rules imposed by immediate necessity, regulations (and customs) established over a long period and finally, rules that belong to a corpus from which an idea of a perfectly orderly society seems to emerge.
From this vast archipelago that forms the universe of regulations for the city, we have selected six general topics, each subdivided in three parts:
1. Governance and Urban Limits: a) citizenship, divisions and districts; b) land registers and cadastres; c) jurisdictions and surveillance authorities. Coordinators: Paola Lanaro (Università Ca’ Foscari di Venezia; lanaro@unive.it) and Rosa Tamborrino (Politecnico di Torino; rotambor@libero.it)
2. Living and Utilizing: a) owners and tenants; b) peripheral spaces and isolated locations; c) regimes and customs. Coordinators: Roberta Morelli (Università di Roma Tor Vergata; morelli@lettere.uniroma2.it) and Costanza Roggero (Politecnico di Torino; costanza.roggero@polito.it)
3. Building and Embellishing: a) building regulations and land use restrictions; b) embellishing codes; c) urban planning schemes and masterplans. Coordinators: Vera Comoli (Politecnico di Torino; vera.comoli@polito.it) and Carlo Travaglini (Università Roma Tre; c.travaglini@uniroma3.it)
4. Producing and Trading: a) rules, places and forms; b) provisioning and food administration; c) corporations and professional groups. Coordinators: Luca Mocarelli (Università Bocconi di Milano; luca.mocarelli@unimib.it) and Sergio Pace (Politecnico di Torino; sergio.pace@polito.it)
5. Reception and Control: a) reception of strangers and aggregation of people; b) public security; c) emergency measures. Coordinators: Livio Antonielli (Università di Milano; livio.antonielli@unimi.it) and Donatella Calabi (IUAV, Venizia: calabi@iuav.it)
6. Circulation and Disposal: a) water; b) streets, c) waste disposals. Coordinators: Ercole Sori (Università di Ancona; sori@econ.univpm.it) and Guido Zucconi (IUAV, Venezia; zucconi@iuav.it)
The division of the topics takes into account diverse interests and methodologies of analysis and seeks to favour exchanges in order to guarantee a wide range of thought (from a chronological point of view as well) in order to make the most of the multidisciplinary nature of the AISU. Some lines of orientation concerning the relevant topics in the various areas are specified in an appendix to this note.
The six groups will be organized as follows: a main session which will discuss the overall topic and a series of the other sessions which will refer back to it or, preferably, to one of the above indicated sub-topics. Other subjects for a session may be proposed as long as they are connected to the general theme. A final discussion relating to each of the topics will involve all of those who have taken part in the sessions.
Three types of proposals may be submitted, all of which must refer to one of the six general topics:
a) a speech: in this case the title, a very brief presentation and the general topic of reference;
b) a poster consisting of a text and images, following a format explained below; in this case the title, a very brief presentation and the general topic of reference;
c) a session: in this case the title2, a brief presentation, the names of 3-4 speakers – with an indication of the titles of the speeches and a very brief presentation of each of them – and the general topic of reference.
All of the posters will be published in a special volume that will be issued at the Congress. The texts of all of the speeches (or abstracts of at least 4,000 letters) will be made available within May 2006 on the AISU website. A number of contributions, revised within a specific editorial project if necessary, may be published in a monographic issue of the AISU’s new review.
Italian will be the official language of the Congress. However texts in French, English and Spanish may also be presented and published.
We would like to remind you that the proposals must be sent no later than 10 September 2005 to the AISU address, aisu@storiaurbana.it or to one of the coordinators of the reference groups; replies to the all of the proponents will be given starting from October and the semi-definitive program will be ready by the end of 2005. The abstract or the text of the speech must be sent no later than 30 April 2006.
All participants (speakers and others) must pay a registration fee for the Congress no later than 31 March 2006. The fee is 60 euros for non AISU members and 20 euros for AISU members in good standing with their dues. The registration fee includes a folder, pre-prints, luncheons, a social dinner and a cultural activity. An additional 10 euros will be charged for registration fees paid after 31 March.. A certain number of scholarships will be provided to cover the registration fee and lodging; these grants will be assigned by the organizing committee, on the basis of a previously submitted motivated request, to non faculty AISU members who will be presenting papers at the Congress.
